The Federal Emergency Management Agency last month released a description of the National Preparedness System, which will lay the groundwork for strengthening the nation's resilience against all threats and hazards. It will serve as a guide to achieve the administration's National Preparedness Goal, which was released in October. In March, President Obama directed the secretary of homeland security to develop a National Preparedness Goal and a National Preparedness System to integrate guidance, programs and processes to meet the goal; national frameworks and federal interagency operational plans; a national report on progress toward the goal; and a structure for integrating community-based and private preparedness.
